Chelsea have been fined £10 million after an investigation into 74 alleged breaches of the English Football Association (FA) rules.
The club was also given a suspended transfer ban. An independent regulatory commission had earlier handed Chelsea a suspended six-point deduction, but the punishment was later overturned on appeal.
The FA said the charges were linked to agent regulations, working with intermediaries and third-party investment in players.
According to the FA, the breaches happened between 2009 and 2022, mainly during the 2010-11 and 2015-16 seasons when Roman Abramovich owned the club.
In a statement on Friday, the FA said Chelsea admitted to the 74 breaches before the hearing.
After Chelsea appealed the suspended six-point deduction, an independent Appeal Board removed that punishment and replaced it with a suspended transfer ban covering two consecutive transfer windows until June 30, 2027.
The FA also said investigations into the conduct of individuals connected to the case are still ongoing.
Chelsea said the issues were self-reported in 2022 and that the club fully cooperated with all regulators by providing thousands of documents.
The club added that it had already reached settlement agreements with UEFA and the Premier League over the same historical matters and was pleased that all regulatory cases had now come to an end.
The latest punishment brings Chelsea’s total fines to more than £18 million after UEFA also fined the club in July 2023 over the same offences.
The case relates to the period when Roman Abramovich was the club’s owner.
Chelsea’s current owners, BlueCo, led by Todd Boehly and Clearlake Capital, said they discovered the issues during a due diligence process after taking over the club and decided to report them to the authorities.
In a separate case, Chelsea were also given a suspended one-year ban from signing first-team players and fined £10 million by the Premier League in March over financial rule breaches during Abramovich’s ownership.
The FA said that between 2011 and 2018, Chelsea paid more than £23 million to seven unregistered agents or related entities in connection with the transfer and registration of seven players, including Eden Hazard, Ramires, David Luiz, Andre Schurrle and Nemanja Matic.
